Imported Moroccan hash is not legal to bring into Canada. Under the Cannabis Act, importing any cannabis product across the border, including traditional hashish from Morocco, Lebanon, Afghanistan or anywhere else, is a criminal offence. Why is imported Moroccan hash illegal in Canada?

Importing Moroccan hash into Canada is illegal because the Cannabis Act only permits federally licensed producers to grow, process and sell cannabis. No individual or unlicensed business can lawfully bring cannabis products across the Canadian border, regardless of the country of origin. Foreign product has no place in that chain because it hasn't been tested, tracked or approved.

This applies even if hash is legal or tolerated in the country you're travelling from. The Canada Border Services Agency treats undeclared cannabis imports as a customs and criminal matter. As of 2026, the rules haven't loosened: bringing cannabis in or out of Canada remains an offence under the Cannabis Act, and travellers are reminded of this at airports across the country.

What about ordering Moroccan hash online from overseas?

Ordering hash from an international website and having it shipped to Ontario is the same offence as carrying it across the border yourself. The package is subject to seizure, and the recipient can face legal consequences. Grey-market and unlicensed online sellers, whether foreign or domestic, operate outside the legal system entirely. There is no legal pathway to import Moroccan hash for personal use.

Is hash legal in Canada if it's made here?

Yes. Hash is fully legal in Canada when it's produced by a federally Licensed Producer and sold through an authorized retailer. A quick note on legal possession: adults 19 and over in Ontario can possess up to 30 grams of dried cannabis in public, or its equivalent in other forms. Extracts have their own equivalency factor under the regulations, so a small amount of hash goes a long way against that limit. The AGCO is the body that licenses and oversees every legal cannabis store in the province.

Which Canadian producers make hash?

How domestic hash compares to what you remember

Can I bring hash back from Morocco in my luggage?

Is legal Canadian hash weaker than imported Moroccan hash?
